Public Adoption Day was celebrated with a special ceremony Friday at the juvenile courthouse in El Rio. Adoptions were finalized for 15 children and certificates of family membership were presented.

Life could have turned out differently for Ryenne Nighswonger, who was placed in foster care after her mother committed a probation violation when she was just 26 days old.But on Friday, the 16-month-old wearing a pink frilly dress was officially adopted.
