Wal-Mart is gaining access like never before into Ventura County cities through new strategies to fix up vacant store spaces and expand a new, smaller format. The retail giant will open at least five discount stores and Neighborhood Markets across the county to compete with regional grocery chains, pharmacies and dollar stores.
