Community college board will meet to define its proper role

The board that oversees Moorpark, Oxnard and Ventura colleges will try to specify at a special meeting this week what its proper role is — and what it isn't.

"That's where we get into trouble," said Stephen Blum, chairman of the Ventura County Community College District board. "We have different interpretations of what our roles are."

For example, problems can arise when people come to board members individually and ask them to do something — intervene in a dispute about a grade, for example, or arrange for a bigger office. That level of involvement is micromanaging and not the proper role of a board member, Blum said. But it can be difficult to define exactly what constitutes micromanaging, he said.

"Some board members, not just on our board, see their role as more activist," Blum said.

The board will meet Wednesday, two weeks after an accrediting commission put the district and three campuses on probation, citing "a particular board member's disruptive and inappropriate behavior, and the entire board's responsibility to address and curtail it." The letter does not cite the trustee, but board members say he is Art Hernandez, who represents the Oxnard area.

The commission also did not specify what "disruptive" and "inappropriate behavior" means. The commission president did not return phone calls seeking more information about exactly what problems the accrediting team identified.

In its letter, the commission also repeated recommendations it made to both the board and district a year ago. They center on defining who is responsible for what and improving communication.

The board must address the issues by March 15, when the commission is expecting a letter saying how trustees plan to  improve.

"We're going to try to take away the questions and gray areas so the board knows what's OK and what's not," said Trustee Dianne McKay.

For example, the board could expand its policies to make sure trustees follow through on commitments, McKay said. The commission sent its probation letter after Hernandez missed a conference the board said members would attend, because the commission said the board needed more training.

On Wednesday, trustees will review the commission's recommendations and the state's open meetings law, which details what board business must be conducted in public. And they will discuss how to get more training.

"I'm hoping we'll decide ... what we want to do as a group and sign off on it," Blum said. "Then we'll have something that's clear-cut and ironclad that we can hold each other to."

The board will meet at 5:30 p.m. Wednesday at district headquarters, 255 W. Stanley Ave., Ventura.

If VCCCD board doesn't know "it's proper role" then maybe it's time to disband the board...or even better vote in new board members. It is a travesty what's going on with VCCCD.

Am I the only one that sees the irony in these statements? Although the commission recommends the board improve communications the reporter cannot get the commission president to return his calls seeking comment.

Ms. Moore, I agree with Dude above. I have asked you before and I will ask you again, "Where is your journalistic integrity?" There is a story here and you are not doing your job. I just did a simple Google search on WASC and the Accrediting Commission for Colleges in California, and guess what I found? Just last week the Santa Barbara Independent discovered a brewing or maybe one-year old brewing story about the Santa Barbara City College board and WASC. It seems that their board was also called out by the accreditors for board misbehaviour. Only one big difference between them and the Ventura college trustees. WASC called out their behavior by citing various accrediting standards that they violated. BUT for the Ventura college trustees they did no such thing. No information about what standards were violated here. Why not? I am Asking Questions, Ms Moore. There is a story here and you are not investigating nor are you reporting. The tax payers and voters in this county deserve better.

Either the trustees learn what a trustee is supposed to do (which is NOT what at least one of them does now) or they should stop pretending to be trustees.

I agree. Trustees of a community college district board don't know what "their role" is !!! How about grow up and leave your narcissism at the door or get out ! These egotistical politicians are what have ruined the Ventura Community College District. Very sad that nobody else in Ventura County cares....

Without know just what "disruptive" and "inappropriate" are, it is hard to make any kind of judgment. While various posters have made snide comments about Mr. Hernandez, I still don't have any definitive idea what he is doing that is considered to fall into one or both of those categories. Does he ask what other board members feel are too many questions? Does he question the recommendations of the chancellor? Does he question actions that the chancellor takes with regard to staff assignments or hiring or firing? Does he sing at meetings? Shout imprecations at the chancellor and other board members? Does he smoke during meetings or spit on the floor? It would be a real help if someone would stop beating around the bush and come right out and say what it is that he is doing other than as someone suggested, "just being Art Hernandez." Well, that doesn't tell me anything other than possibly the poster has a personal animus toward Mr. Hernandez. It shouldn't be all that hard.
