Initial reports said the Ventura County Fire Department sent 12 units to the scene, but as soon as the Harbor Patrol made contact with the woman about 4:10 p.m., only one fire engine and an ambulance stayed to do a patient health evaluation, officials said.
The woman was out of the water about 4:10 p.m., officials said.
